ARTICLE 1
GENERAL

SECTION 1 - Pack 844 will operate in accordance with the po= licies of its sponsoring organization, the Alum Creek Church of Christ, Lewis Cent= er, OH, the by-laws of the Boy Scouts of America, and the following policies:

ARTICLE 2
SCOUTS

SECTION 1 - Boys who wish to participate in Council, District, Pack, and Den activities, must have a completed application on file with the Pack, signed by the Cubmaster, and all registration fees current. Applications must include current health/immunization history.

SECTION 2 - Boys who have advanced to the first grade in sc= hool will be placed in a Tiger Cub Den.

SECTION 3 - Boys who have advanced to the second grade in s= chool will be placed in a Wolf Den.

SECTION 4 - Boys who have advanced to the third grade in sc= hool will be placed in a Bear Den.

SECTION 5 - Boys who have reached the age of ten (10) years and/or have advanced to the fourth or fifth grade will be placed in a Webel= os Den , regardless of the rank they have achieved.

SECTION 6 - Any exception to this article will be presented= to the Pack Committee for review.

ARTICLE 3
ESTABLISHMENT OF DENS/PATROLS

SECTION 1 - Each Tiger Cub Den will normally consist of the following:

a. <= span style=3D'font-family:Arial'>Tiger Cub Den Leader (one for each den)
b. A maximum of eight (9) Tiger Cubs

SECTION 2 - Each Den will normally consist of the following= :

a. Den Leader
b. Assistant Den Leader(s)
c. Den Chief(s) (Preferably at least First Class rank)
d. Denner (Elected by the Den for 1 or 2 months)
e. Assistant Denner (Elected by the Den for 1 or 2 months)
f. A maximum of eight (9) Cub Scouts

SECTION 3 - Each Webelos Patrol will normally consist of the following:

a.=       Webelos Den Leader
b.     Assistant Webelos Den Leader(s)
c.    &nb= sp; Webelos Den Chief(s) (Must be 13 or older, and at least First Class rank)
d.     Webelos Denner (Elected by secret ballot by the Webelos Den for 3 to 6 months)
e.    &nb= sp; Assistant Webelos Denner (Elected for 3 to 6 mo= nths)
f.    &nb= sp;   A maximum of eight (9) Webelos Scouts

SECTION 4 - Newly registered Cub and Webelos Scouts will be assigned to an existing Den/Patrol until the maximum membership has been achieved. At this time, a new Den/Patrol should be formed of addition= al boys as practical. During active recruiting periods, an effort will be made to establish new Dens/Patrols from new membership rolls.

ARTICLE 4
ADVANCEMENT

SECTION 1 - The Cub Scout program includes the Bobcat requirements and a plan of advancement through four ranks:

a.      Tiger
b.    = Wolf
c.   &n= bsp; Bear
d.   &n= bsp; Webelos

SECTION 2 - A boy’s first step after registering as a= Cub Scout, regardless of age, is to pass the Bobcat requirements (except for Ti= ger Cubs).

SECTION 3 - Cub Scouts fill requirements for achievement and electives while a Wolf or a Bear. This is primarily done at home under the guidance of parents an guardians and checked= by the Den Leaders.

SECTION 4 - Webelos Scouts work on activity badges, earn the Webelos award, and then earn Cub Scouting’s highest award, the Arrow = of Light.

SECTION 5 - Upon advancement of a Cub Scout within the Pack= , when certified by the appropriate Den Leader, Cubmaster, and/or Awards Chairman,= the Pack will provide the following:

a.      Pin or other badges as appropriate for the Cub Scout rank.
b.     Parent’s Ribbon (for first rank award) and appropriate Parents Pin for the Cub Scouts parent (s) or guardian(s).
c.    &nb= sp; Advancement card when applicable.
d.     Book for the next rank.
e.    &nb= sp; Pack graduation certificate will be made locall= y.
f.    &nb= sp;   Service star for Cub Scouts and Leaders after twelve months of active participation or service.
g.     Summer time award for attendance.
h.     Arrow of Light awarded to boys who have fulfill= ed the requirements.
i.    &nb= sp;   Sports Belt Loop/Pins earned d= uring a Den, Pack, or Camp activity.

SECTION 6 - No Cub Scout or Webelos Scout will receive his = award or advancement if the following items are NOT met:

a. All Pack fees are current, unless prior approved arrangements have been made in lieu of monies.
b. Scout should be in uniform.

SECTION 7 - Those awards that are available for District and Council events will be presented to the Scouts provided they participate in= the event. If the Scout does not attend AND contribute to the event, he forfeits any award or prize he may be eligible to receive, since it would be unfair to those who participate. The exception to this would be extenuating and approved circumstances that do not permit the Scout’s attendance.

ARTICLE 5
ADULT LEADERSHIP

SECTION 1 – All adults volunteer= s must complete a BSA Adult Leader Application. Upon completion of an adult application and approval of the Pack Committee, the member must also be approved by the Chartered Organization Representative on behalf of the Alum Creek Church of Christ, Lewis Center, OH. Members of the chartered organization are encouraged to become an adult leader.

SECTION 2 - Every family who meets the above criteria, is encouraged to perform in at least one of the Pack leadership positions or serve on a committee.

SECTION 3 - Every registered position is for the duration o= f the Pack’s Charter. By signing the BSA Leadership Application, the leader acknowledges his/her commitment to the duties required of that particular position and will endeavor to “Do their best” to ful= fill these requirements for the full duration of the Charter.

SECTION 4 - The following items are common to all adult lea= der positions:

a.=       Submit completed application.&= nbsp; Application must be approved by the Pack Committee Chairman and Chartered Organization before submission to the District and the BSA.
b.     Attend training provided/required by the local = BSA Council/District and earn the "Trained" patch for their position = within 60 days of volunteering. Youth Protection and Fast Start Training must be completed with proof of completi= on submitted to the Pack Committee within 2 weeks of volunteering. A volunteer will not be permitted = to have contact with youth until Youth Protection and Fast Start Training have been completed and approved by the Pack Committee.
c.    &nb= sp; Maintain and exhibit the principles and standar= ds set forth in the by-laws of the BSA and Pack 844.
d.     The following meetings are required to be atten= ded regularly:

1.      Monthly Leader Meetings
2.    &nb= sp; Monthly Pack Meetings
3.   &n= bsp; Monthly Di= strict Roundtable Sessions
4.   &n= bsp; Annual Pack Program Planning Meeting
5.   &n= bsp; Weekly Den Meetings
6.   &n= bsp; District T= raining sessions as applicable
7.   &n= bsp; Any other called leadership me= etings

e. Adult leaders must be either m= arried or of a single occupancy parental status. Questionable moral behavior and living standards will not be considered acceptable for Scout leadership

f. National Criminal Investigation Checks (NCIC) may be conducted prior to any adult leader’s start date= .

g. Obscene, abusive, belligerent = or foul language shall not be used in or at any Scouting functions, whatsoever= .

h. Absolutely no alcohol or contr= olled substance use or influence shall be permitted at any Scouting functions.&nb= sp; Tobacco use is not permitted at any Scouting functions.

SECTION 5 - All training fees will be reimbursed to adult l= eaders upon proof of attendance. Annual re-registration fees will be paid by= the Pack.

SECTION 6 - The Pack will supply all literature (training, administrative, or informational) needed by the leaders. Return books= to Pack after adult leadership is completed.

SECTION 7 - All adult leaders are to ensure the safety of o= ther adult leaders and scouts.

a. &n= bsp; BSA policy on two-deep leaders= hip will be strictly enforced.

b. &n= bsp; BSA guidelines and policy as outlined in the cu= rrent editions of the "Rules and Regulations of the Boy Scouts of America&qu= ot; and "Guide to Safe Scouting" will be closely adhered to.

SECTION 8 - The leaders are strongly encouraged not to use tobacco products in any form nor allow their use at any BSA activity. = The use and/or being under the influence of alcoholic beverages or controlled substances is not permitted (as discussed in Art= icle 5, Section 3).

ARTICLE 6
ADULT LEADERSHIP ORGANIZATION

SECTION 1 - The Pack Organization will consist of the follo= wing:

a. Chartered Organization Representative
b. Pack Committee Chairman
c. Pack Trainer
d. Cubmaster
e. Assistant Cubmaster(s)*
f. Pack Committee Members
g. Webelos to Scout Transitional Coach*
h. Den Leaders
i. Assistant Den Leaders
j. Special Committees *
*-as needed basis

SECTION 2 - The Pack Committee may consist of the following positions:

a. Chairman
b. Secretary
c. Treasurer
d. Cubmaster
e. Advancement/Awards Chairman
f. Membership/Re-charter Chairman
g. Friends of Scouting Chairman
h. Public Relations Chairman
i. Activities Chairman=
j. Blue and Gold Chairman
k. Pinewood Derby Chairman

SECTION 3 - Special committees will be formed as needed for= the following events:

a. Blue and Gold Banquet
b. Service Projects
c. Pinewood Derby
d. Fund Raisers (popcorn, cake bake etc.)
e. Annual Open House/Orientation
f. Other Pack events and outings

SECTION 4 - Position descriptions are listed in the latest edition of the Cub Scout Leader Book, as approved by the BSA.

ARTICLE 7
PACK COMMITTEE <= /p>

SECTION 1 - The Pack Committee shall be the governing body = of the Pack and is responsible for maintaining a properly functioning and growing = Pack.

a. The Committee’s size is determined by the requirements of the Pack, but in no case shall it have less than three members.
b. The Committee shall hold elections annually, normally during the mon= th of May, at which time all positions will be reviewed and voted on.
c. The Committee is responsible for:

1. Ensuring that Pack functions in accordance with the rules and regulations of the BSA and the chartering organization.
2. Selecting a Cubmaster and assisting with the execution of the planned program.
3. Recruiting and training quality Leaders.
4. Planning the Pack’s annual program.
5. Carrying out all other duties delineated in the Cub Scouts Leaders B= ook.
6. All elected members of the Committee are voting members.
7. Committee meetings shall normally be held on the second Tuesday of e= ach month following.

SECTION 2 - If any committee member cannot attend the month= ly Pack Leaders and/or Committee Meeting, they shall notify the Pack Committee Chairman at least 24 hours in advance, except in the case of an emergency.<= /span>

SECTION 3 - Only registered adult leaders in attendance, who serve on the Pack Committee be allowed to vote on issues covered.

SECTION 4 - Issues other than those normally addressed at Committee meetings, i.e. discipline measures or other special circumstances, mu= st be entered to the agenda of the Committee Chair at least 24 hours prior to the Committee meeting. Otherwise,= these issues will be addressed on a time permitting basis only.

SECTION 5 - Pack Committee meetings normally will not excee= d 90 minutes.

SECTION 6 - Issues that warrant confidentiality will be add= ressed by a meeting of the Charter Representative, the Committee Chairman, and the Cubmaster. Action taken as a = result of this meeting will only be on the basis of total consensus.

SECTION 7 - Special Committee meetings, Pack activities, an= d Pack summer meetings will be held as decided by the Cubmaster and Pack Committee, and in accordance with the Annual Pack Program.

ARTICLE 8
UNIFORMS

SECTION 1 - Upon joining the Pack and being accepted, a boy= will be required to have his uniform by the second Pack meeting unless other arrangements have been discussed with the Cubmaster. It is the responsibility of the Scout to obtain the full uniform. Cub Sco= uts already in the Pack, who are advancing in rank, will be provided with the neckerchief of their new rank by the Pack at the Graduation ceremony.

SECTION 2 - Tiger Cub Dens will wear the colored T-shirts w= ith the Tiger Cub emblem on the front of the shirt. The Tiger Cub colors = are: orange T-shirts (other colors added if needed), along with blue jeans. The blue Tiger Cub Scout web belt is worn. T= iger Cubs shall wear the Tiger Cub Cap outdoors. Any neat shoes, boo= ts, or tennis shoes may be worn.

SECTION 3 - Cub Scout uniforms for the Pack will consist of= a Cub Scout shirt, neckerchief, slide, cap, Cub Scout trousers, belt and socks. The Wolf Cubs shall wear the Gold and Blue Wolf Cub neckerchief. The Bear Cubs shall wear the Light Blue and Navy B= ear Cub neckerchief. Due to the costs of a uniform, dark trousers (= blue jeans are acceptable), and dark socks may be worn until the full uniform is purchased. All Cub Scouts are required to have a full uniform no later than the annual Blue and Gold Banquet.

SECTION 4 - The Webelos Scout wear the khaki/olive uniform similar to the one worn by the Boy Scouts. The following parts are wo= rn with the uniform: Official Webelos neckerchief, slide, cap, Webelos Colors = and belt. Due to the costs of a uniform, dark trousers (blue jeans = are acceptable), and dark socks may be worn until the full uniform is purchased. All Webelos Scouts are required to have a full unifo= rm prior to the annual Blue and Gold Banquet.

SECTION 5 - All insignia will be worn on the uniform shirt = in the position(s) described by the BSA insignia guide.

SECTION 6 - The uniform will be worn to all Cub Scout funct= ions or during District or Council sponsored fund raising activities, unless otherwise instructed by the Cubmaster or Den Leader. Each Scout will carry a membership card.

SECTION 7 - Grooming and Accessories:

a. Neckerchiefs shall be worn under the collar.

b. Pocket knives shall only be carried by leaders = and Wood Badge holders.

c. No ornamental jewelry shall be worn while in un= iform or while participating in Cub Scout activities. Ornamental jewelry is defined as any jewelry type item that does not serve a practical purpose (an example of jewelry which serves a practical purpose would be a watch).

d. All Scouts and leaders shall maintain the highe= st standards as outlined by BSA policies.

e. Temporary patches may be worn (i.e. campout pat= ches, Pow Wow patches, etc.). Only the most recent patch (no more than one at a time) may be worn on the uniform itself. All others ma= y be displayed on an official BSA Patch Vest.

SECTION 8 - All uniforms in the perspective ranks shall be worn alike. This means that deviations from a = set standard break uniformity. That is why the various ranks have prescri= bed uniforms.

SECTION 9 - The prescribed uniform for all leaders shall be= the standard khaki shirt, olive trousers (or skirt as appropriate for female leaders), blue shoulder loops and the Cub Scouting bolo tie. Headgear for the men shall be the Boy Scout Expedition Hat. Wom= en are not required to wear headgear. Deviations from this standard will be determined by the Cubmaster or the Committee Chairman and will be announced prior to any meeting where these items are not required. &nb= sp; All leaders are required to obtain the upper half (shirt with emblems and insignias appropriately affixed) of their uniform within two weeks of signi= ng up. The lower half of the uniform and all accessories, headgear, etc., should be purchased as soon as possible, but must be obtained no later than the annual Blue and Gold Banquet. Dark trousers (or skirts= as appropriate for female leaders), and dark socks may be worn until the full uniform is purchased. Other official Boy Scout headgear may be = worn outdoors until the prescribed Boy Scout Expedition Hat is purchased. =

SECTION 10 - Uniform Inspections should be held semi-monthly= on all scouts and leaders. Inspection scores shall follow the guidelines set forth in the various BSA Uniform Inspection sheets.

SECTION 11 - All Scouts, Leaders, and Parents are highly enc= ouraged to purchase a Pack Class B T-shirt or golf shirt, which may be worn in lieu= of the uniform at certain announced Pack and Den functions.

ARTICLE 9
DISCIPLINE

SECTION 1 - A Tiger Cub, Cub/Webelos Scout, Leader, or Pare= nt, may be suspended for any of the following reasons:

a.    = Misconduct or bad behavior at Pack/Den meeting = and activities
b.  = Failure to act as a good Sc= out or Leader
c. = ;   Failure to fulfill responsibilities for positio= n held
d.  =   No respect for the by-laws of the Pack and/or B= SA
e.  =   Conducting oneself in a manner that is contradi= ctory to the morals and values of the BSA

SECTION 2 - Discipline problems for all Tiger, Cub/Webelos = Scouts will be handled in the following manner:

a. First offense: Scout will be counseled by the Den Leader/Cubmaster a= nd Den Leader/Cubmaster will speak to parent(s). Parent(s) will be asked that = the boy be removed from the activity.
b. Second offense: Will result in the Pack Committee ruling on probation for thirty (30) days from all Scouting functions. Parents will be notified = of this in writing. This writing will incorporate the limitations discussed in= the next paragraph, explaining the Scout’s boundaries in order to prevent future infractions.
c. Third offense: Scout will be automatically suspended for sixty (60) = days or until the problem can be resolved with the Cubmaster, Committee Chairman, Charter Representative, Den Leader, and parents. This suspension should have been explained to the Scout and his family in the written notification given out in the second offense and should be of no surprise to the parent or guardian. A Pack Committee ruling is not necessary for this suspension sinc= e it is automatic and based on the good judgment of Scout Leadership. Upon completion of the suspension, the parents will attend the next available Committee meeting to discuss the problem and determine whether or not the S= cout will be placed on inactive status.

SECTION 3 - Any Scout who has be= en placed on the inactive role for conduct reasons, will not be refunded any portion of his enrollment fees. Application for reinstatement may be considered by the Committee at a later date, if the Scout has shown an improvement in his behavior and still wants to be in the Scouting program.

SECTION 4 - Discipline problems for leaders will be dealt w= ith on an individual basis by the Charter Representative, the Committee Chairman, = or the Cubmaster, depending on the nature of the offense and the position of t= he leader. Necessary/immediate s= teps will be taken to remove the leader from a potentially harmful situation. Resulting action may be taken as addressed in Article 7, Section 6.

SECTION 5 - Zero Tolerance. The following s= hall be grounds for immediate dismissal of both Scout and Leader and possible prosecution to the fullest extent of all applicable laws. These offenses shall not fol= low the same offense structure outlined above in Section 2.

a. = Theft. &n= bsp; To include, but not limited to Pack property, mo= nies, equipment, personal properties and the like such.
b. = Drug Use. = ; Any use and abuse of illegal or controlled subst= ances. This includes alcohol and ni= cotine products for all Cub Scouts, based on them being under aged.

ARTICLE 10
PACK MEETINGS

SECTION 1 - Pack Meetings shall be held monthly, on the thi= rd Monday of the month. Any deviations because of holidays, etc., will be addressed, and alternate schedules planned at the Annual Pack Planning meeting. The Pack Meeting time and place may be changed by the Cubmas= ter, due to special circumstances.

SECTION 2 - Pack Meetings shall be held in the Alum Creek C= hurch of Christ, Lewis Center, OH, at 7:00 PM, unless otherwise announced.

SECTION 3 - Scouts must be accompanied by a parent or respo= nsible adult. Uniforms are required for all Scouts and Leaders attending.

SECTION 4 - Special Pack Meetings, Pack activities, and Pack summer meetings will be held as decided by the Cubmaster and Pack Committee, and in accordance with the Annual Pack Planning Program.

SECTION 5 - Regular attendance for a Cub Scout is encourage= d at both Den and Pack Rallies. If a Cub Scout misses two Pack Meetings an= d/or six consecutive Den meetings, he will be placed on the inactive roles until re-chartering or the problem is solved.

ARTICLE 11
DEN MEETINGS

SECTION 1 - All Dens shall meet once a week. These den meetings will be under the guidance of registered and trained Den Leaders. If Den Leaders cannot hold their meeting, and the meeting ca= nnot be rescheduled, it will be the responsibility of the parents to conduct the= Den meeting. If a Den is without a Registered Leader, the parents will have to conduct the meetings until a new Leader can be registered and trained. If the parents will not agree to this, the Den may have to be disban= ded. If a Den meeting is rescheduled or cancelled, the Den Leader will notify the Cubmaster, Committee Chairman, and all the parents of the Scouts in the Den.&= nbsp; With the exception of Tiger Cubs, parents are not required to attend= Den meetings however it is strongly encouraged. Some Den functions will require th= e assistance of the parents and parents are expected to be present at those times. Parents or guardians are req= uired to be at all Tiger Cub Den meetings.

SECTION 2 - Regular attendance for a Cub Scout is encourage= d at both Den and Pack meetings. I= f a Cub Scout misses two Pack meetings and/or six consecutive Den meetings, he = will be placed on the inactive roles until re-chartering or the problem is solve= d.

SECTION 3 - Den Leader Meetings. The Pack Committee shall hold monthly Den Leader Meetings as a part of the Leaders Meeting on the second Tuesday of e= ach month. The purpose of Den Leader Meetings is for Pack activities planning, advancement reporting and follow up. Each Den leader is responsible for attending or ensuring a representative such as an Assistant= Den Leader is present.

SECTION 4 - If any Den Leader cannot attend the monthly Den Leader Meeting, or any other planned Den function, they shall notify the Cubmaster or Pack Committee Chair at least 24 hours in advance, except in t= he case of an emergency. The Den leader is responsible for finding someo= ne to substitute in his/her absence.

ARTICLE 12
ANNUAL PACK PLANNING MEETING <= /span>

SECTION 1 - The Annual Pack Planning Meeting shall be held = during the months of July or August.

SECTION 2 - The purpose of the meeting is to plan the Pack program for the following year (September through August), make changes as needed to the by-laws, discuss financial issues, set the budget, and prepare for re-charter.

SECTION 3 - Those persons in attendance should include all = adult leaders and interested parents.

ARTICLE 13
PERMISSION SLIPS/TOUR PERMITS =

SECTION 1 - All parents will complete medical release forms= and permission slips, to include emergency contacts for each event attended, and return to Den or Webelos leaders within one week of scheduled activity. This is in addition to the Health History completed on the Cub Scout Application, which the Pack will maintai= n on file. Den Leaders will mainta= in a copy for their Den Records.

SECTION 2 - Tour permits must be filed with Simon Kenton Co= uncil via the Pack Committee before participating in activities away from the nor= mal meeting place.

ARTICLE 14
PACK FINANCES AND PACK BUDGET =

SECTION 1 - The pack will operate a treasury, managed by th= e Pack Treasurer. The treasurer will provide a monthly report to the Pack Committee on the state of the Pack accounts. An annual report will be given to the Chartering Organization in the month following re-chartering, giving the status of Pack membership, activities and finances. The sa= me report will be given to the parents at a Pack meeting.

SECTION 2 - A checking account will be established with a recognized local banking institution. Any relevant changes will be accomplished by a majority vote of the members in attendance at the Committ= ee Meeting.

SECTION 3 - All expenditures will be prepared and signed by= the Treasurer and co-signed by the Pack Committee Chairman. Checks may no= t be signed by more than one member of the same household/family. Two signatures are required for each check.

SECTION 4 - Prior Pack Committee approval is required on all expenditures. The approving officials within the committee shall be b= oth the Treasurer and the Committee Chairman. These two approving officia= ls must be in agreement on all expenditures. In the event that these two officials disagree on an approval, the expenditure will go before the Pack Committee to be voted on. All expenditures in excess of $100.00 shall also be voted on by the Pack Committee. All requests for purchases sh= all be submitted to the Pack Treasurer and approved by both the Treasurer and t= he Committee Chairman.

SECTION 5 - Receipts for all expenditures shall be turned i= n to the Pack Treasurer no later than 15 days following the expenditure. If more than 15 days elapse, the Pack Committee reserves the right to maintain ownership of the item(s) concerned.

SECTION 6 - Budget for the next year will be set at the Ann= ual Pack Planning meeting. Items to be considered will be:

a. Re-registration

b. Boy’s Life

c. Insignia/Badges/Awards<= /p>

d. Literature

e. Adult Recognition

f. Training expenditures

g. Special Pack Activities (Pinew= ood Derby, Blue and Gold, Family Campouts, etc)

SECTION 7 - Dues and their collection

a. Dues will be set by the Pack Committee, not to exceed $6.00 per month.

b. The Pack will pay for all adult leader re-registration.

c. Tiger Cubs registration will be $20.00. Fees included are $10.00 annual registration fee, $1.00 insur= ance fee and $9.00 subscription to Boy’s Life magazine.

d. Registration for new Cub Scout= s will be $20.00. Fees included are $10.00 annual registration fee, $1.00 insurance fee and $9.00 subscription to Boy’s Life magazine.

e. The Den Leader has the responsibility for requesting approval of any and all purchases. He/she must keep record of all receipts and expenditures.

f. Expenditures for den activities/crafts, which will exceed the dues collected, must be approved f= irst by parents of the Den, and Committee if Pack funds are to be used.

g. A service fee of $29.00 shall be charged for all returned checks.

SECTION 9 - In special circumstances, where there is appare= nt financial hardship, the Charter Representative, Committee Chair, and Cubmas= ter together, may decide to waive fees for registration only.

SECTION 10 - Fundraising functions. The Pack will involve itself in various fundraising efforts throughout the year. &nb= sp; Organized fundraisers shall be conducted from the District, the Council and= the Pack itself. All Scouts are required to participate with the encouragement of their parents. Each fundraising function will = have a minimum sales expectation set (usually $100.00) Scouts who do not participate in fundraising efforts will not be entitled to any awards or re-registration fees that would normally be purchased by the Pack (see Sect= ion 8, paragraph b above). Any goods, items or services which are sold by= a member of the Pack, become that member’s responsibility. From the sale, to the delivery of the goods, items or service= s, to the collection for the named merchandise. In the unfortu= nate event that monies collected by a member for fundraising are not turned into= the Pack Treasurer, Pack 844 has a Zero Tolerance Policy (see Article 9, Sectio= n 5) regarding theft. If it is determined that a Scout, a parent or guardian, or a Leader has stolen or misused money or equipment that belongs= to the Pack, they shall be dismissed from the ranks of the Pack. Additionally, the Pack shall seek to prosecute to full extent of the local = and state laws.

ARTICLE 15
TRANSFERS

SECTION 1 - When a Scout or Scouter leaves the Pack before = his registration expires and wishes to continue in Scouting, a transfer sheet a= nd an individual record will be given to him/her. A completed copy of this will be k= ept on file by the Pack. If a Leader= is leaving, the Pack requests that reasonable notice is given to find a replacement for that position. Consider that to find and train a new Leader may take in excess of thirty days.

ARTICLE 16
AMENDMENTS TO BY-LAWS <= /p>

SECTION 1 - These by-laws may be amended at any Committee meeting, provided a copy of the proposed amendment or omission is submitted= to the Committee Chairman one (1) week before the next scheduled meeting, or t= he proposal will be tabled for the next Committee meeting.

SECTION 2 - A two-thirds majority of the attending, voting members will be required for the acceptance of the proposed amendment to the existing by-laws.

SECTION 3 - In the rare instance of situations arising that require immediate amendment to these by-laws, an emergency meeting of the P= ack Committee may be called by the Committee Chairman or the Chartered Organization’s Representative. = This will only be done as a last resort in extreme circumstances.

SECTION 4 - The notice of change, addition, or omission of = any part of these laws will be sent to all registered members of Pack 844, and = the head of the sponsoring institution.
